Fair point. Doesn't look like it. I'll shut up now.
But testing in b-em with a read breakpoint set to the FDC range, does show that Watford DDFS 1.54T does not read the FDC until the first disc operation, so it will happily print the banner and allow the OS to start the language without touching the FDC, so you were right even if the log didn't prove it.
