If you get sensible voltage readings this time around, try programming an EPROM with the meter set to 200V DV and connected to pins 28 (+) and 14 (-) the whole time, and post your results.

I'm getting a pretty consistant 5v in both read and write, occasinoally 4.99v. I'll leave it programming for a few hours with no chip in the socket and see if it's still the same after that.
