I'll echo what IanJ said - if it's for nostalgia/games of the A4000 era, a Risc PC really isn't going to feel particularly satisfactory. Lots of things won't work properly.
Likewise, a Raspberry PI running RO isn't going to tick the same boxes either. Whilst it might feel the same in certain ways, it's an evolution of the OS and (despite being able to use things like ADFFS/Aemulator) won't be a particularly pleasant experience running old nostalgic stuff.
Try playing with RPCemu and seeing how that feels and whether it runs what you want it to before committing on the RPC front. If you want the A4000 feel, you're best trying to find an A30x0/A4000 or even an earlier arc.
