The modification for switching between 8271 and 1770 is not something I have seen before. So I think it's a rather unusual modification.
Only a small amount of software needs a specific disk filing system and specific disk drive controller chip. It's mainly early games that have copy protection systems. The vast majority of software that uses DFS will happily load and run using either.
For ADFS which uses a different disk format, a 1770 or 1772 is required, as the 8271 doesn't support the signals required for this format.
I have no idea what the hard drive switch is for. Only ADFS supports the use of hard drives, And hard drives don't connect to the floppy drive interface. They require an interface board and connect to the 1MHz bus/port.
