Doh! The keys not working were the cursor keys (all 4), 0, 1 and 4 on the numeric keypad. Because they were in the same physical area I'd assumed that there was some problem there in the membrane (perhaps a liquid spill).
However, on closer examination I found that the clip underneath that area holding the plastic frame to the metal base wasn't fully pushed in. When I pushed it in, all the keys started working! My fault entirely, I missed that clip when putting it back together after cleaning.
