Ian your a hero. I replaced ic28 last night and the machine now runs! I will put a few pictures up later today with how ive got on.Ic28-31 can all get killed by battery leakage IME.
If you’re sure all continuity to IC28 is good, it’s a reasonable bet. If you have a scope or thermal camera you could get more of an idea if it’s a RAM.
Do also check soldering around the RAM interface on MEMC.
