acorn atom and acorn system series • 6522 PIA & 2x CPU clock

When using the high-speed CPU offered by the combination of the ROMRAM and Colour boards, I understand that the 6522 PIA should be present. Should it's IRQ jumper be open or closed normally in that scenario?
