That is progress and confirms at least the receive wiring / baud is correct.
What's the transmit baud rate set to on your comms software - you might need to change it if it's defaulted to something period correct like 1200 / 75 which may not be supported on anything modern expecting consistent transit and receive speeds.
If you're using a Prestel / Viewdata mode it's probably sending a # when you hit the return key, so try Ctrl+M.
ATE1 should turn on remote echo.
