I'm afraid the saved states are not currently persistent, and exist for the current session only. You can use them to return to a previous point in the current session, or in conjunction with the timeline window to put together a sequence that you can make a video of.I've been using the new b2 on my 2023 MacBook Pro, which is also Apple Silicon. I haven't attempted a build myself, just the available dmg file.
I'm confused over save states, they don't appear to work for me. I've been saving various states while playing the new edition of Acornsoft Maze, but when I quit b2 and return to resume my Maze session there's nothing available to load.
Maybe my understanding is limited, but is this possibly a Silicon thing, or am I doing this wrong?
This is perhaps a bit limited, and there is an open GitHub issue about improving this feature: https://github.com/tom-seddon/b2/issues/152 - and it is something I would like to improve, as one of my original ideas for b2 was that there'd be features such as this to make it easier to play through lengthy games that have no inbuilt save facility.

P.S. as a general note, since there's a comment in the linked GItHub issue about it being a longstanding open issue: the intention is that every open issue in the GitHub issues list is something I intend to fix, but there's never any ETA, so they may take a while! b2 is a spare time project for me, which I work on as time and motivation allow. But I do go through the issues list somewhat regularly to remove any that have become redundant or that I've decided I'm not going to do
