A gerber viewer like viewmate is best, you can import all layers then check they all align.I do strongly recommend printing out as described by Diminished.
I've done a lot of pcb layout over the years, including multilayer. Many are now more advanced, but i still prefer that manual control of routing.
I've got an older program, and though a bit clunky by modern ones, still does everything it needs, and pcb gerbers are pcb gerbers at the end of the day, still get the board manufactured.
Companies like pcbtrain off cheap prices for low (or high) quantities of board. Not quite as perfect as some others as I've seen their drill holes can be a faction off centre. Don't normally matter but i typically use 20 thou drill for vias and 40 thou pad, so you can see it out (slightly)
