I am no expert in this area, I'll admit.
However, the best (easiest?) way to go about loading the co-pro OS might be to go down the same route as the 80186 co-pro does. it does a very basic ROM OS load, as per the 6502, on startup, and then loads DOS (and GEM if wanted) from disk on demand.
Not sure how big OS-9 is, but having it load from disk might be easier than putting it in a ROM (for all that I'm in favour of the ROM instant loading that the BBC had, it just isn't as flexible as a disk loaded OS.)
